Get detailed information and pricing quotes for a specific parking lot. When start_time and end_time are provided, returns quotes with pricing for that time range (response is an array of quote objects with embedded location). Without times, returns static location details only (name, address, description, rating, photos, hours). The location_id comes from search_parking results. API for searching parking locations, getting lot details, and autocomplete on BestParking.com (powered by ParkWhiz). Fulfilled by Parse from bestparking.com.
