Dost: Get Earthquake Detail

Fetches the full bulletin for a single earthquake event. Returns tectonic origin, precise date/time, magnitude with scale type, location with coordinates, depth, reported intensities, damage/aftershock expectations, issue metadata, and an epicentral map image URL when available. The bulletin_url is obtained from get_latest_earthquakes or get_monthly_earthquakes results. Scraper for the Philippine Institute of Volcanology and Seismology earthquake bulletin system, providing latest earthquakes, historical archives, and detailed bulletin information. Fulfilled by Parse from earthquake.phivolcs.dost.gov.ph.
