Bihar: Get Departments

Retrieves all government departments and organizations in Bihar that publish tenders. Returns a flat list with hierarchy information (parent_id, hierarchy string). Use department_id values to filter tenders in other endpoints. Extract tender listings from Bihar Government e-Procurement portal (eproc2.bihar.gov.in). Supports active, past, and cancelled tenders with filtering by department and keyword search, plus detailed tender information and department directory. Fulfilled by Parse from eproc2.bihar.gov.in.
