Jamb: Get All Institutions

Fetches all institutions from the JAMB IBASS database by internally paginating through all pages. Returns a flat list of every institution with stable identifiers. Optionally filter by institution type ID to reduce result size. Without type_id, fetches all ~1600 institutions across ~80 pages (the upstream API returns 20 per page at ~1.5s latency each). With type_id, the result set is smaller and completes faster. Returns is_complete=true when all pages were fetched, or is_complete=false if the time budget was reached before all pages could be retrieved. API for JAMB's Integrated Brochure and Syllabus System (IBASS) — provides access to Nigerian institution data and course/programme requirements including UTME subjects and O'level prerequisites.
