Sercotec: Get Regions And Offices

Returns a list of Chilean regions with IDs and slugs when called without parameters. When a region_slug is provided, fetches office details for that region from the Sercotec website. Region slugs come from the list returned when no slug is provided. The Sercotec API provides access to funding programs, open calls, and regional office information from the Chilean SME support agency. Fulfilled by Parse from sercotec.cl.
