Fetch metadata for all government procurement (GePNIC) portals. Returns a flat list of portals, each tagged with a category (Central, State, CPSE, eAuction, ePublish, GePNIC). Each portal includes its URL, description, and code. Scraper for the Indian Government eProcurement portal (eprocure.gov.in / tenders.gov.in). Provides access to government tenders, organisations, and procurement portals. Fulfilled by Parse from tenders.gov.in.
